There are two concepts of consciousness that are easy to confuse with one another, access-consciousness and phenomenal consciousness. However, just as the concepts of water and H 2 O are different concepts of the same thing, so the two concepts of consciousness may come to the same thing in the brain. The focus of this paper is on the problems that arise when these two concepts of consciousness are conflated. I will argue that John Searle's reasoning about the function of (...) consciousness goes wrong because he conflates the two senses. And Francis Crick and Christof Koch fall afoul of the ambiguity in arguing that visual area V1 is not part of the neural correlate of consciousness. Crick and Koch's work raises issues that suggest that these two concepts of consciousness may have different neural correlates – despite Crick and Koch's implicit rejection of this idea. (shrink)

Autonomous and automatic weapons would be fire and forget: you activate them, and they decide who, when and how to kill; or they kill at a later time a target you’ve selected earlier. Some argue that this sort of killing is always wrong. If killing is to be done, it should be done only under direct human control. (E.g., Mary Ellen O’Connell, Peter Asaro, Christof Heyns.) I argue that there are surprisingly many kinds of situation where this is false (...) and where the use of Automated Weapons Systems would in fact be morally required. These include cases where a) once one has activated a weapon expected then to behave lethally, it would be appropriate to let it continue because this is part of a plan whose goodness one was best positioned to evaluate before activating the weapon; b) one expects better long-term consequences from allowing it to continue; c) allowing it to continue would express a decision you made to be resolute, a decision that could not have advantaged you had it not been true that you would carry through with it; d) the weapon is mechanically not recallable, so that, to not allow it to carry through, you would have had to refrain from activating it in the first place, something you expected would have disastrous consequences; e) you must deputize necessary killings to autonomous machines in order to protect yourself from guilt you shouldn’t have to bear; f) it would be morally better for the burden of responsibility for the killing to be shared among several agents, and the agents deputizing killing to machines can do this, especially where it’s not predictable which machine will be successful; g) a killing would be morally better done with elements of randomness and lack of deliberation, and a (relatively stupid) machine could do this where a person could not; h) the machine would be acting as a Doomsday Device, so that it could not have had its hoped for deterrent effect had you not ensured that you would be unable to recall it if enemy action activated it; i) letting it carry through is a necessary part of its own learning process, and you expect that this learning will have salutary effects later on; j) human intervention in the machine’s operation would disastrously impair its precision, or its speed and efficiency; k) using non-automated methods would require human resources you just don’t have in a task that nevertheless must be done (e.g., using land-mines to protect remote installations); l) the weapon has such horrible and indiscriminate power that it is doubtful whether it could be actually used in ways compatible with International Humanitarian Law and the Laws of War, which require that weapons be used only in ways respecting distinctness, necessity and proportionality, but its threat of use could respect these principles in affording deterrence provided human error cannot lead to their accidental deployment, this requiring that they be controlled by carefully designed autonomous and automatic systems. I then consider objections based on conceptions of human dignity and find that very often dignity too is best served by autonomous machine killing. Examples include saving your village by activating a robot to kill invading enemies who would inflict great indignity on your village, using a suicide robot to save yourself from a less dignified death at enemy hands, using a robotic drone to kill someone otherwise not accessible in order to restore dignity to someone this person killed and to his family, and using a robot to kill someone who needs killing, but the killing of whom by a human executioner would soil the executioner’s dignity. I conclude that what matters in rightful killing isn’t necessarily that it be under the direct control of a human, but that it be under the control of morality; and that could sometimes require use of an autonomous or automated device. This paper defends a 'punctivist' conception of consciousness from recent attacks by Ian Phillips and Matthew Soteriou. As we intend it, 'punctivism' is the view that a subject's experience over some interval is determined by their experiential states at each instant during it. Phillips and Soteriou both offer ingenious arguments purporting to show that the punctivist is unable to make sense of motion perception; and that only by adopting an 'holistic' conception -- whereby a subject's instantaneous experiences are determined by (...) their experience over the interval -- can we make sense of the puzzles such phenomena pose. We contend that both arguments invoke dubious claims, their proffered solutions come with highly controversial commitments, and, if we take punctivism seriously, it is difficult to see why the so-called puzzles should be puzzling in the first place. A punctivist model of motion perception is proposed in response, and objections anticipated. (shrink)

The study of comparative European politics since the 1930s shows a shift from a largely normative and institutional concern with a few larger European countries towards a clear subdiscipline of modern political science. Marked influences were the need to rethink democratie development in the light of the rise of totalitarianism and the rapid decline of democracy in most emerging new states after 1945.The field shows a strand influence of the wish to bring the particular experience of individual countries onto the (...) map of general comparative politics.Thus, one finds the effect of a typical cross-Channel dialogue contrasting Britain and France, the extrapolation of 'polarised pluralism' from an Italian background, the deliberate challenge to the Westminster model from consociational democracy theorists, and the transposition of Norwegian experience onto a Macro-Model of Europe in center-periphery terms. More recent developments also mirror new political developments, e.g., neo-corporatism, the rise and crisis of the welfare state, and concerns about public policy generally. Yet such challenges pale compared to the potential effect which processes of European integration, the decline of bipolar international polities, and above all problems of democratic development in post-totalitarian Eastern and Central Europe, must haveon comparative politics in and on Europe. This paper provides a critique of Bostrom’s concern with existential risks, a critique which relies on Adorno and Horkheimer’s interpretation of the Enlightenment. Their interpretation is used to elicit the inner contradictions of transhumanist thought and to show the invalid premises on which it is based. By first outlining Bostrom’s position this paper argues that transhumanism reverts to myth in its attempt to surpass the human condition. Bostrom’s argument is based on three pillars, Maxipok, Parfitian population ethics and a universal (...) notion of general human values. By attempting to transcend the human condition, to achieve post-humanity, transhumanism reverts to myth. Thus, the aim of this paper is to provide a critical examination of transhumanism which elicits its tacit contradictions. It will also be argued that transhumanism’s focus on a universal, all-encompassing, notion of humanity neglects any concern with actual lived lives. This absence is problematic because it clearly shows that there is a discrepancy, between transhumanism’s claimed concern for all of humanity and the practical implications of proposing a universal notion of humanity. This paper will conclude, that transhumanism’s lack of concern with actual lives is due to its universal and totalising gestures. Gestures which allow for universal claims such as general values or Earth-originating intelligent life. (shrink)

His estimate, however, of De Groot's services seems to me somewhat extravagant; his estimate of Zielinski's contributions unduly belittling ; while his references to my own work cause me to doubt whether he has grasped even the main contention of my (...) book. In this article I deal with difficulties, textual and exegetical, in ten passages of the Agamemnon. In some passages there is wide agreement on the sense required, but not on the remedies proposed for a corrupt reading: here I venture to put forward fresh proposals that seem to possess a reasonable1 degree of palaeo-graphical probability . In another passage I argue for a new interpretation with its appropriate emendation . In some cases where the sense is hardly in doubt and (...) the text not certainly corrupt, I propose what seems on linguistic or other grounds a preferable reading , or I argue in favour of some other scholar's proposal . Finally, where there can be little, if any, likelihood of successful restoration, I offer a tentative suggestion which may give at least an approximation to the original text. (shrink)

The Court of Appeals of Minnesota, in State v. Saunders ), held that the statutory offense of practicing medicine without a license was not unconstitutionally vague as applied to a claim involving a farmer who offered a home remedy to cure cancer. The court held that, although Minnesota Statute § 147.081 subd. 3 contains general language and undefined terms, the statute contains sufficient particularity to show ordinary persons what conduct is prohibited, and thereby passes the void-for-vagueness test. The court stated (...) that, according to the statute, while a person holding a license to practice medicine is permitted to engage in a broad range of conduct, those without that license are proscribed from engaging in that same range of conduct.The defendant, Mr. Saunders, a dairy farmer, claimed that he could cure ill people by injecting an ill person's blood into a cow and then feeding that person the cow's colostrum. How can we explain that our dreams are often not a chaotic, incoherent pile of images, but a definite, perfectly organized sequence of images? How do the sensations and images fit in dreams, what kind of logic do they obey, what is the role of emotions and ideas? Henri Delacroix formulates these questions in his article and offers his answers, delineating and examining different types of dreams. Taking into account and critically evaluating the concepts of contemporary researchers who studied the (...) problem of dreams, Delacroix puts forward his own hypothesis. From his point of view, at the basis of many dreams lies an extremely changeable and mobile basic idea which is able to direct the movement of images that are its representation. Images represent the development of a mental theme or a combination of many topics. This hobgoblin has spread so thoroughly that even some libertarians think their philosophy unreservedly supports private persons, whatever the situation, whatever their behavior.
